In January 2008, after comprehensive planning and preparation the LPCA entered into a Cooperative Endeavor Agreement with the State of Louisiana that appropriated over $41 million towards a $100 million community health center Facility Expansion Initiative (FEI).  Using numerous leveraging opportunities and development resources, the ongoing FEI is expanding and enhancing access to health center services and programs throughout the state.

It is anticipated that this capital development program will completely allocate funding by December 2012 .  During this time, as project updates become available, information will be posted by the participating health centers through links that will be presented below.

TECHE ACTION BOARD, INC. 
 
Sealed bids will be received by Teche Action Board Inc. from certified licensed contractors to demo and remove the current damaged parking area between our Annex and Main building. The area is approximately 5300 square feet. The bid should also include forming (wire-mate), pouring and finishing approximately 6300 square feet of 3000psi concrete at least 6” thick along driveway and 5” in parking area.  
 
In addition to the audit, the contractor agrees to obtain general liability of $500,000 and hold the clinic harmless from any loss or liability arising from his performance. Bid bond required for the value of the project. Proposals should be delivered in a sealed envelope with the Contractor’s name on the envelope and a copy of their license inside their submittal. Any proposals received after the above time will not be accepted under any circumstances.

St. Thomas Community Health Center will receive sealed bids with qualification statements until Friday, August 13, 2010 at 3:00pm for the furnishing of all labor and materials and performing all work necessary and incidental to the rehabilitation of a historic building in the Lower Garden District in New Orleans for the proposed expansion of the St Thomas Community Health Center at 1936/38 Magazine Street.  Scope of work consists of refurbishment of existing shell and superstructure of the approximately 12,000 GSF, 2-story masonry wall and wood framing member building.  The interior renovation will be to accommodate exam rooms, treatment rooms, laboratories, offices, public waiting rooms typical for an outpatient community clinic.

The above scope of work will be performed adjacent to other historic structures. Strict conformance to Historic perservation guidelines is vital to the successful completion of the project.

The owner has stipulated that the mechanical, electrical, plumbing and fire protection sub-contractors provide their own engineering for this work. The owners have a desire to use affordable Green Building Technologies, which will be one of the criteria for the selection of the qualified bidder.

CONVERSION OF EXISTING BUILDING TO TECHE ACTION ADMIN OFFICE

Sealed Bids for the construction of Conversion of Existing Building to Teche Action Admin Office

– For Teche Action Board Inc – Franklin La; will be received until 3:30 P.M., local time, On   August 24, 2010 , in the Meeting Room of the Teche Action Board, Inc. 1115 Weber St, Franklin LA, after which the Bids will be publicly opened and read aloud.  Any Bids received after the above mentioned time will be returned unopened.

The general scope of this project consists of the conversion of an existing vacant building to house the administrative offices of the Teche Action Agency in Franklin La.  This work essentially includes the construction of a wood framed  air-conditioned structure within and with minimal alteration to the existing building. The project generally includes demolition, ceiling, carpentry, painting, flooring, and related HVAC, plumbing, and electrical improvements, along with other misc. work as noted in the drawings. Contractors proposing to submit bids for the project are requested to visit the project site prior to bidding.  Arrangements for a site visit should be made by calling the Architect’s office at 985/384-3094.  


Copies of the plans and specifications and related contract documents are on file in office of the Office Manager, Teche Action Clinic, 1115 Weber St, Franklin LA, and at the office of Firmin Architects, Ltd, 530 Third Street, P.O. Box 972, Morgan City, Louisiana, (985/384-3094), and are open for inspection at each of these offices without charge.  Contractors may obtain plans and specifications from the Architect by making a deposit of Two Hundred dollars ($200.00) for each set issued.  The full amount of the deposit will be refunded to each Contractor who submits a bona fide bid, upon return of such documents in good condition.  Additional sets of plans and specifications, if available, may be obtained by General Contractors and by perspective Sub-Contractors upon making a deposit of Two Hundred dollars ($200.00) for each set issued.  Upon return of these sets to the Designer, in good condition, One Hundred dollars ($100.00) of this deposit for each set will be refunded, the difference being the cost of printing and assembling the extra sets.

All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, made payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute the contract documents, and must be in the form of a certified check, cashier's check or Bid Bond by a surety company licensed to do business in Louisiana, signed by the surety's agency or attorney-in-fact.  Surety must be listed on the current approved U.S. Department of the Treasury Financial Management Service list.

The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount.  Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents.  The Bond shall be signed by the surety's agent or attorney-in-fact
